There isn't a rigid line beyond which someone is a staff member - many people are involved with the project to different degrees. Here's a list of teams which may or may not be up to date at the time you read it and which will give you an idea of who you can ask if you need something.
Rules for reporting issues:
- Pester someone else before pestering Protected.
- Pester someone, don't keep it to yourself.
