Back in the day, the Mafia used to leave severed heads inside mailboxes, and this really pissed off the Mailman. One day he decided he'd have no more of it, and joined the fight against crime by offering his services to exchange private messages between other citizens.

Strategies
Pen pals
As a mailman your main role is to aid the detective in identifying innocent civilians and provide short communications between innocent citizens. However your best bet is to immediately contact the public detective, inform him of your status and wait for a reply.
The public detective may not reply immediately, however stay patient as the detective may be waiting for an investigation or still sorting out his suspects. Once he has identified a clear list of innocents he should provide you with a list of citizens to help coordinate actions, once you receive this list you should use a majority of envelopes to contact allies and inform the detective of responses.
- For example
Say you have 10 envelopes/stamps. You would use 1 envelope to inform detective of your status, the number of envelopes you have and ask what to do. He may send a reply in immediately or after 1~2 days, a good detective will inform players that he has been contacted by mailman (clearing you off the suspect list) and also inform you of anyone he wishes you to contact and what to say to them in his place.
Once you have received response from the people requested, you can either send another message to detective or use some sort of code to inform him of each response or any important news. While it hasn't been seen in a long time some players use simple codes binary, or simple 1~24 a~z.
You can continue doing this until you run out of mail, once you run out of mail you will become a normal citizen, however you are better informed then the average citizen. Thus you must ensure players are not confused by the village idiot and stay on track to wipe out the evil mafia faction.
