You were brought out of retirement and sent into the city to help control crime. Though you are old and no longer any good at actual investigations, you are unstoppable in the service of good - your iron will, contacts and experience will help you overcome bombs, seduction, monsters and lesser police officers. Your presence will also hold back nuclear holocaust a little, since the government trusts you to do your mission. However, because you are not a citizen, you can't vote in the daily execution, and you won't be rewarded as generously for your help - especially if you fail.
